  • Sport : 2030 World Cup to ‘Be a Success from Every Point of View’ (Portuguese PM)

    The decision of the FIFA Council to unanimously select the Morocco-Spain-Portugal bid as the sole candidate to organize the 2030 World Cup "will be yet another demonstration of our capacity and proven track record in organizing major events", the Portuguese PM writes on the social network X (formerly Twitter).

    Expressing "his great joy" following this decision, Costa congratulated the national football federations of the three countries for their “commitment and hard work” and expressed his delight at this partnership with Spain and Morocco.

    A statement from the Royal Cabinet had announced that "has the great pleasure of announcing to the Moroccan people that the FIFA Council has unanimously selected the Morocco-Spain-Portugal bid as the sole candidate to organize the 2030 Football World Cup."

    This FIFA Council decision acknowledges and recognizes Morocco's prominent position among the great nations, the statement emphasized.

    "His Majesty the King takes this opportunity to congratulate the Kingdom of Spain and the Republic of Portugal, while reiterating the Kingdom of Morocco's commitment to working in perfect synergy with the authorities in charge of the bid in each of the host countries," the Royal Cabinet's statement added.

  • Social : Morocco Records No Exceptional Spread of Bedbugs (Ministry)

       The ministry has taken all appropriate measures to limit the risk of introduction and spread of this insect on the national territory, in coordination with all stakeholders, the ministry said in a press release,
       In addition to reinforcing health surveillance at borders and monitoring the health and environmental situation in bedbug-affected areas, the ministry has made available to citizens a series of recommendations and advice relating to international travel, accessible via the ministry's official website and its social media accounts, the press release underlined, adding that the event-based surveillance system has been activated for the early detection of any unusual health incident.
       Therefore, the ministry calls on citizens not to be influenced by rumors that spread in such circumstances of health alert and not to exaggerate the assessment of the health risks linked to the introduction of these insects into the national territory.
       While reassuring citizens, the ministry urges them to avoid purchasing second-hand mattresses, furniture or clothing from countries where a large spread of bedbugs has been recorded.

  • Politics : Morocco's Interaction with HRC Recommendations Based on Constitution, International Human Rights Conventions (Report)

    The report on Morocco's interaction with treaty bodies and the 2022 and 2023 periodic review, presented during a dissemination meeting of the results of the review of Morocco's national reports by United Nations human rights mechanisms, underscores that the Moroccan constitution is a true charter of human rights and that the Kingdom has strongly adhered to international human rights standards, with the adoption of 9 international conventions and 6 optional protocols.

    Morocco has also received twelve visits from UN human rights mechanisms and special procedures, and has an institutional framework conducive to the consolidation of commitments in the field of human rights, demonstrating the Kingdom's full commitment to the Universal Periodic Review (UPR) as a cooperative mechanism.

    It highlights the regular submission of national human rights reports and the importance of implementing recommendations and commitments.

    \The report notes that Morocco has developed its approach to interacting with the UPR, under its 4 cycles, by strengthening the role of parliament, national human rights institutions, and opening up to civil society and local authorities, while expanding consultations to all twelve regions of Morocco.

    Furthermore, it points out that Morocco recorded an acceptance rate of recommendations during the 52nd session of the Human Rights Council held in 2022 at 75.8% (232 out of 306 recommendations).

    The report provides an overview of recommendations received by Morocco during these sessions, focusing on principles of legislation and harmonization of the national legislative framework with international standards, gender equality and combating discrimination against women, rights of migrant workers, economic, social, and cultural rights, as well as civil and political rights.

    It also reveals upcoming deadlines for Morocco in 2024, including the presentation of the mid-term report of the Universal Periodic Review (UPR) mechanism and the combined national report for the second, third, and fourth periodic reports on the implementation of the Convention on the Rights of Persons with Disabilities.

  • General : House of Representatives: Finance Committee Unanimously Approves Draft Decree-law Creating Grand Atlas Development Agency

    In his presentation of the project, Baitas pointed out that this text comes pursuant to the High Instructions of HM King Mohammed VI for the reconstruction and rehabilitation of areas affected by the Al Haouz earthquake, recalling in this sense the establishment of a five-year program worth 120 billion dirhams.

    This decree-law aims to create a public entity with legal personality and financial autonomy, namely the Grand Atlas Development Agency, whose mission will be to steer the execution of the program and the management of its projects, stressed the Minister, recalling that the integrated multi-sectoral program was presented to HM the King at a working session on September 20 and covers the provinces and prefectures affected by the earthquake, namely Marrakech, Al Haouz, Taroudant, Chichaoua, Azilal and Ouarzazate, targeting a population of 4.2 million inhabitants.

    He added that the draft decree establishes the Agency's missions and competencies, in particular the implementation of reconstruction and rehabilitation projects in affected areas, taking into consideration the environmental aspect, and ensuring respect for the unique heritage, traditions and lifestyles of the inhabitants concerned, as well as anti-earthquake construction standards.

  • Economy : Nearly 40% of Moroccan SMEs Exposed to Cyber Risks (Kaspersky)

    This study, which takes place in a context marked by the growth in the digitalization of SMEs in Morocco, reveals a certain awareness of the growing threat of cyberattacks, Pascal Naudin, Head of B2B Sales at Kaspersky Morocco and Tunisia, said at a conference dedicated to the presentation of the results of the study entitled "Cyber threats, digital habits and investments: what maturity for Moroccan companies?".

    Conducted by Kaspersky, in collaboration with the research firm Arlington Research, this study, which involved 300 Moroccan companies with between 10 and 250 employees, also revealed that most of the companies surveyed are not sufficiently trained on cyber risks and their consequences, Naudin pointed out.

    SMEs surveyed also recognize the potential risks of cybersecurity incidents, with 42% fearing the loss of customers, 40% fearing financial losses and 44% fearing the loss of sensitive data, he noted, estimating that the Morocco appears to be a country in which SMEs are rather aware and seem mature in terms of cybersecurity.

    "Moroccan companies are aware of the need to protect themselves. However, like many countries, the problem lies in the exploitation of information and data generated by technological solutions," Naudin said, underlining the importance of investing in robust cybersecurity solutions to protect SMEs from evolving cyber threats.

  • Regional : Earthquake: Moroccan Army Deploys Additional Field Medical-Surgical Hospital in Taroudant

    Mobilizing medical teams made up of 19 doctors, 37 nurses and 32 assistants, this multidisciplinary hospital, which has been operational since last Sunday, is part of the general mobilization following the earthquake of September 8, with the aim of providing the necessary care to the victims.

    This health facility, which offers its services to some 500 beneficiaries daily, has several specialties, including resuscitation, anesthesia, orthopedics, urology, ENT surgery, eye surgery, gynecology, internal medicine, dermatology and psychiatry.

    In addition to the free distribution of medicines, this additional hospital also has six ambulances equipped to transfer the difficult cases to the Mokhtar Soussi provincial hospital in Taroudant.

    In statements to MAP, the beneficiaries expressed their deep gratitude to HM King Mohammed VI and the FAR teams for the deployment of this hospital which will help alleviate the suffering of the victims.

    Reflecting the profound care with which HM the King, Supreme Commander and Chief of the General Staff of the Royal Armed Forces, surrounds all His subjects, this action will bring the total number of deployed HMCCs to four. It will contribute to strengthening medical aid and assistance to the affected population, especially with the approach of the winter season, according to a statement from the General Staff of the Royal Armed Forces.

    Operational from the early hours following the earthquake, the first two multidisciplinary hopsitals were deployed in the Asni/Marrakech and Tafingoult/Taroudant regions.

Libya: '6+6' Commission Announces Compromise on Electoral Laws in Bouznika

Bouznika - The "6+6" joint commission, tasked by the Libyan House of Representatives and Council of State with preparing the electoral laws, announced on Tuesday night in Bouznika that its members had reached a compromise on the laws governing the presidential and parliamentary elections scheduled for the end of the year, after two weeks of meetings in Morocco.

The final agreement on these laws will be debated in the coming days in the presence of the presidents of the Libyan House of Representatives and Council of State, said Jalal Shwehdi, member of the House of Representatives, at the closing session of the 6+6 commission, which was attended by Omar Abu Lifa, member of the High Council of State and Nasser Bourita, Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates.

Shwehdi highly praised the role played by the Kingdom of Morocco in the success of this dialogue and in reaching compromises on the aforementioned electoral laws, stressing that the commission had not been subjected to any pressure from abroad.

For his part, Abu Lifa affirmed that the members of the commission had reached a compromise on all the points of divergence relating to the electoral laws, specifying that two laws had been drawn up, the first of which concerned the election of parliament (House of Representatives and Senate), while the second text concerned the election of the Head of State.

All that remains is the official publication of the laws by the House of Representatives as stipulated by Amendment 13 of the Constitutional Declaration to begin the electoral process, he pointed out.

The outstanding points were the subject of a compromise without any foreign interference, he said, explaining that these laws do not prohibit any person from participating in the electoral process and do not provide for any exclusion, just as they offer the opportunity for political parties to play a fundamental role in the electoral process.

Both laws support women's active participation in the House of Representatives and the Senate, and broaden the country's regional representativeness, since all remote areas and villages are represented in parliament.

Abu Lifa also expressed his gratitude to Morocco for its strong support of the commission's mission, noting that the Kingdom's "successful efforts" had greatly facilitated the accomplishment of this mission.

The Kingdom of Morocco is pursuing its efforts to find a definitive solution to the Libyan crisis in order to guarantee the unity, stability and progress of Libya, by supporting its efforts to organize elections within a comprehensive, inclusive and pragmatic framework.

The Bouznika meeting is a continuation of the series of meetings hosted by the Kingdom, bringing together the various Libyan parties with a view to deepening dialogue on ways and means of resolving the crisis in the country, following an approach that provides the right space for dialogue and constructive consultation.

These meetings had led to important agreements favorable to the settlement process, led by the Skhirat Agreement (2015), the agreement between the speaker of the House of Representatives, Akila Saleh, and the president of the Libyan High State Council, Khalid El Machri in October 2022 on the implementation of the results of the Bouznika process concerning sovereign positions and the unification of executive power.

Morocco considers that the question of legitimacy in Libya can only be resolved through presidential and parliamentary elections, which will enable the Libyan people to choose to whom to entrust the power of political governance in the country.
