In its program bearing the slogan "Morocco first, a new program with a social democratic vocation", the USFP has focused on strengthening the middle class and the fight against precariousness in order to support economic development and promote social peace.
This concerns raising the income bracket exempt from tax from 30,000 to 50,000 dirhams, to review the value added tax (VAT) in order to increase purchasing power, to create a middle class in the rural world, to provide a suitable housing offer for people with average incomes, as well as to improve public services such as education, culture and entertainment, in addition to access to health services.
Regarding the development of national investment, the Party aims to set up a public investment plan to strengthen basic and advanced social infrastructure (100-120 billion dirhams), to orient national capital towards innovative sectors that generate jobs and consolidate domestic public debt by mobilizing part of national savings and creating a large national loan.
On the tax level, the USFP aims to adopt a fair and equitable tax system to promote economic development. In this context, the party suggests the introduction of new tax brackets for the highest incomes, the widening of the tax base to reduce the tax pressure, the criminalization of tax evasion, the development of the resources of local authorities, in addition to the supervision of the discretionary power of the tax administration and the total neutrality of the value added tax (VAT).
In addition, the party aims to create a structural transformation of the productive fabric to meet domestic demand and increase its competitiveness on world markets. It thus recommends the creation of an independent authority under the supervision of the Head of Government to ensure the monitoring of the convergence and the coherence of sectoral policies as well as the generalization of the support measures intended for the global professions of Morocco to all industrial activities.
