Organized by the House of Representatives, the Spanish Congress, and the Parliamentary Assembly of the Council of Europe (PACE), this three-day visit is part of the project "Support for Strengthening the Role of Parliament in Consolidating Democracy in Morocco (2020-2023)," funded by the European Union and implemented by the Council of Europe.
The primary objectives of this mission are to present Spain's practices in combating violence against women and enable participants to exchange ideas on how to improve Law 103.13 related to the fight against violence against women and its implementation, according to the House of Representatives.
This mission is aimed at members of the House of Representatives' thematic group responsible for evaluating the conditions and circumstances of the said law's implementation, as well as the officials who support it.
During their visit, the Moroccan parliamentary delegation will have meetings with key stakeholders, including the Spanish Congress, the Ministry of the Interior, the Government Delegation against Gender Violence, and the Public Ministry.
Since the Moroccan Parliament obtained Partner for Democracy status with PACE in 2011, both institutions have been working together to promote common values, such as strengthening democracy, the rule of law, and respecting human rights and fundamental freedoms.
To this end, they launched a cooperative project, which includes supporting the Moroccan Parliament's efforts in monitoring and evaluating public policies.
In the current legislative session, the House of Representatives has initiated various evaluations of laws and related public policies, including one related to the assessment of laws, notably Law 103.13 concerning the fight against violence against women.
The Moroccan parliamentary delegation is led by Khadija Oulbacha, the chairperson of the thematic group responsible for evaluating the conditions and circumstances of the implementation of the law against violence against women.
Other members of the group include Driss Chraibi (National Rally of Independents), Kouloub Faitah (Authenticity and Modernity Party), Atika Jabro (Socialist Group), Fatima Yassine (Haraki Group), Loubna Sghiri (Party of Progress and Socialism), and Hind Bennani Rtel (Justice and Development Party).
