Also part of the Moroccan delegation are Yanja El-Khattat, president of the Dakhla-Oued Eddahab region, Rachid El-Abdi, president of the Rabat-Salé-Kénitra region, Fatna El-K'hiel, president of the Arbaoua commune, Rahma Ouazzani Taibi, vice-president of the Rabat commune, and Mostafa Ameur, who serves as the delegation's secretary and focal point.

Morocco is participating in this session under its status as a Partner for Local Democracy, a designation granted by the Congress of Local and Regional Authorities in 2019, making Morocco the first country to receive this recognition. This status provides Morocco with a privileged framework for dialogue and institutional cooperation with its European counterparts.

The Partner for Local Democracy status mirrors a similar arrangement with the Parliamentary Assembly of the Council of Europe (PACE), which Morocco has enjoyed since 2011. This status allows Morocco to actively engage in PACE activities and strengthen its collaboration with European institutions.
