In this message, the Sovereign expresses His warm congratulations to Mr. José Raúl Mulino Quintero and His best wishes for further progress and prosperity to the friendly Panamanian people.

His Majesty the King also reiterates His determination to work with Panama's President to further strengthen the ties of friendship and cooperation uniting the two countries at bilateral and multilateral levels in the interests of the two friendly peoples and to consolidate the growing momentum imprinted on bilateral relations.
