A statement by this legislative institution, issued at the end of the weekly videoconference meeting of the bureau of the House, held on Monday and chaired by Hakim Benchamach, speaker of the House of Advisors, said that "in the framework of the implementation of the provisions of article 60 of the Constitution in its first chapter which stipulates that the right to vote of members is a personal right that cannot be delegated, and article 175 related to the rules of procedure of the House, which stipulates that voting must take place in public and by show of hands or by means of the electronic device provided for this purpose, the bureau decided to take all the necessary steps to adopt electronic voting during plenary sessions, while generalizing it to the standing committees, as from next week".
In addition, the speaker of the House of Advisors and the members of the bureau stressed the importance of mobilizing all the technical and logistical means for distance work, so as to guarantee the participation of all the members of the House in the proceedings of this institution.
With regard to the monitoring of government action, the bureau of the House approved the agenda of the weekly oral questions session on Tuesday, May 5, devoted to the employment and professional integration sector.
At the level of legislation, the House places legislative texts related to the management of the coronavirus pandemic at the centre of its priorities, said the same source, noting that the bureau decided to hold a plenary session on Tuesday 5 May, after the session devoted to oral questions, to study and vote on the texts approved unanimously on Monday by the Committee on Finance, Planning and Economic Development.
These are Bill No. 26.20 approving Decree-Law No. 2.20.320 on exceeding the ceiling for external loans and Bill No. 27.20 promulgating special provisions relating to the management of the activities of the governing bodies of public limited companies and the procedures for holding their general meetings during the period of the state of health emergency.
In the same context, the bureau decided to submit Bill No. 23.20 approving Decree-Law No. 2.20.292 enacting provisions on the state of health emergency and the procedures for its declaration to the Committee on the Interior, Local Authorities and Infrastructure for urgent consideration.
In addition, the speaker of the House and the members of the bureau assessed, during this meeting, the exceptional measures taken by this legislative institution to control the conduct of its actions during the period of the state of emergency, in particular, the rules of procedure adopted for the weekly sessions devoted to oral questions.
