Speaking after the election, on Monday, of Swiss UN Ambassador Jürg Lauber as President of the HRC for the next cycle, starting on January 1, the diplomats praised Morocco's permanent representative for his sense of consensus throughout his one-year tenure as Council President.
During the organizational session, held at Geneva's Palais des Nations under the chairmanship of Ambassador Omar Zniber, current President of the Council, the Ambassador of the United States of America praised the outgoing President's “leadership and dedication” to the issue of human rights, stressing that the space for dialogue he had opened up had been "remarkable."
"I am particularly proud of the way we have engaged on the thorniest issues, often finding consensus while preserving our commitment to all human rights, of all individuals, regardless of their identity, nationality, or family structure," she said.
For her part, the EU representative congratulated Morocco's presidency on its commitment to promoting the Council's work on gender equality, the elimination of harassment and violence, and the effective participation of civil society.
For his part, China's ambassador praised the Moroccan presidency for the work accomplished at the head of the outgoing Bureau over the past year, during which the HRC had worked on a number of issues and demonstrated a spirit of cooperation and solidarity.
The representative of the Dominican Republic highlighted the Moroccan Presidency's commitment to gender equality, giving priority to this essential issue to ensure more just and inclusive societies.
He also welcomed the commitment of the Moroccan presidency to addressing the ethical and social challenges associated with developments in artificial intelligence technologies, stressing the need to protect human rights in this new field.
He also congratulated Mr. Zniber on his "strong support" for small island developing states in ensuring that their concerns find their full place in international discourse and dialogue, reinforcing equality between all nations.
"Under your leadership, the HRC has reaffirmed its role as an essential forum for the defense of human dignity. Your ability to listen to all voices, build bridges across differences, and seek concrete solutions has been an example of effective diplomacy," he stressed, thanking Morocco for hosting the HRC retreat in Rabat, "the ideal scenario and stage to conduct our exchange and informally discuss the future of the Council."
The Gambian ambassador also paid tribute to the "excellent leadership" of the Moroccan presidency and its "eminent" contributions, which have enabled the Council to strengthen its effectiveness and efficiency while introducing "important forward-looking initiatives that will enable us to leave an important legacy."
"You have been the voice of the most vulnerable in the fight against gender inequality while focusing on important issues such as new technologies, the digital divide, and human rights," he said, adding that the Moroccan presidency had been "a source of tremendous inspiration focused on the future."
For his part, the ambassador of Sudan highlighted the "wisdom" and "excellent leadership" of the Moroccan presidency, which had "worked to preserve the cohesion of the Council" and "listened attentively to all opinions."
The diplomat also praised Morocco for having organized "an extremely important seminar" to improve the Council's efficiency during the HRC retreat held last November in Rabat.
The ambassador of Finland echoed these sentiments, thanking the presidency for its "wise" leadership of the council over the past year. "It was a privilege to be a member of the board this year. We have played our part in promoting the universality of human rights," she said.
For his part, the Argentine ambassador praised the commitment and initiatives of the Moroccan presidency during what has been a complex and busy year. "Thanks to your experience and wisdom, you were able to lead the negotiations and the official and unofficial meetings," he stated.
The ambassadors of Kazakhstan, Albania, India, Ukraine, Lithuania, and Luxembourg echoed the same sentiments, praising an "exemplary leadership" in facilitating constructive dialogue between member states, an "unwavering commitment" to the Council's credibility, and an effective management of this year's activities despite the uncertainties caused by the financial crisis.
