These meetings with senior OECD officials focused on the implementation of a national system of indicators of citizen-user social satisfaction in Morocco, through a research-action program on the subject and the development of related methodological tools, in the context of the societal reforms at the heart of the Social State project, led by His Majesty King Mohammed VI.
During these meetings, Gair highlighted the role of the ONDH in supporting the overhaul of social policies in Morocco, guided by a rigorous commitment to rationalization, convergence, and resource sharing. This reorganization, according to the ONDH President, has enabled the integration of significant innovations in the design of social programs.
"The Royal Project for the Social State now serves as an ambitious and integrated framework for action. It is determined to promote the well-being of all citizens through a harmonious alignment of closely interconnected policies and initiatives," Gair stated during these meetings, stressing that the OECD, as a "trusted partner of Morocco," can rely on the Kingdom for piloting new approaches to public policy evaluation and sharing experiences, particularly within the framework of triangular cooperation.
He added that adopting an evidence-based approach is essential for informed decision-making, enabling the objective targeting of beneficiaries to improve mechanisms for observing, monitoring, and evaluating the social effectiveness of various public policies.
The challenge today, according to the ONDH President, is to update the approaches and tools used for evaluating public policies in the area of social development.
The aim is to propose innovative, interactive, and effective analytical frameworks for monitoring the progress of public action across different and multimodal timelines, Gair pointed out, adding that the goal is to measure the progress achieved and address the need for continuous improvement in the performance of public action, particularly in strengthening human capital, fostering social inclusion, and promoting territorial development.
The Moroccan official notably held discussions with Head of the Middle East and Africa Division under the Directorate for Global Relations and Cooperation, Carlos Conde, Director of Development Cooperation, María del Pilar Garrido Gonzalo, Chief Statistician and Director of Statistics and Data, Steve MacFeely and Director of Public Governance, Elsa Pilichowski.
Gair also had meetings with Director of the OECD Development Centre, Ragnheiður Elín Árnadóttir, and Director of the Centre on Well-Being, Inclusion, Sustainability, and Equal Opportunity, Romina Boarini.
