On this occasion, Speaker of the House of Representatives, Rachid Talbi El Alami, underlined that the recess between sessions was marked by numerous activities related to foreign relations, a field in which the House exerted considerable effort, adding that during this time, the House continued its missions in close connection with society’s concerns, as well as with the challenges and issues imposed by the national context.
These challenges and issues, at the heart of which the House of Representatives must remain constantly engaged, he continued, “compel us to redouble our efforts, with greater determination and perseverance, so that our actions have a tangible impact, and that public policies and public spending produce the expected effects on citizens' living conditions, as well as on the performance of public services and their relationship with citizens, who must feel that they are at the center of these efforts and are their primary beneficiaries.”
In this regard, Talbi El Alami called “for maintaining an active and productive presence and for fully embracing the responsibility and commitment entrusted to us, each from their position in the opposition or the majority,” stressing the need to always keep in mind “our geopolitical and geostrategic interests in a regional and international context marked by uncertainty, unpredictability, and the emergence of new geopolitical and geo-economic dynamics, punctuated by many upheavals.”
In light of this, he added, “it is incumbent upon all of us to strengthen our national cohesion and unity, and to preserve the strength and coherence of our ranks,” noting that this requires us to “set aside, as much as possible, our divergences—though not our differences—which are in fact the very source of our political and cultural richness, particularly in this delicate regional and international juncture.”
He added that the Kingdom possesses “the necessary levers for resilience and for strengthening our regional, continental, and international positioning.” Chief among these levers, he said, are “the solid foundation of our institutions and democratic model, the rootedness and strength of the Moroccan state, as well as the mobilization of the nation around our centuries-old Monarchy, which guarantees national cohesion and continuity.”
In this vein, he pointed out that the successful and efficient presence of Moroccan parliamentary diplomacy is based on the insightful vision and wisdom of His Majesty King Mohammed VI in guiding national diplomacy in a way that consolidates Morocco’s position as an emerging power and a key partner in managing major international issues.
Several considerations must be taken into account in the exercise of “our diplomatic missions,” he stressed, explaining that first and foremost is the need to always place the issue of territorial integrity at the top of our priorities, positions, and diplomatic battles. This, he added, must be inspired by the Royal vision and the actions of national diplomacy, while constantly bearing in mind the High Royal Guidelines, which underscore that “the Sahara issue is the lens through which Morocco looks at the world. It is the clear, simple benchmark whereby my country measures the sincerity of friendships and the efficiency of partnerships.”
Talbi El Alami also highlighted the imperative to intensify diplomatic action in light of the major shifts affecting global politics, international relations, and the fluctuations in global alliances and axes—situations in which parliaments must work to bring viewpoints closer and strive for international concord.
He expressed concern that global challenges such as conflicts, violent extremism, climate disruptions, migration, forced displacement, and conflicts over water and food resources tend to worsen.
In the face of these challenges, he called for vigilance in actively supporting national diplomacy, defending the country’s interests, and showcasing its potential and contributions to addressing global dilemmas. He also stressed the importance of reinforcing “our influential presence by equipping ourselves with deep knowledge of the issues,” with the goal of countering lies and historical distortions and of exposing the narrative perpetuated by the adversaries of Morocco’s territorial integrity—narratives now widely recognized for their underlying motives.
Moreover, he noted that the attention given to national issues “has in no way diverted us from the concerns of the international community and the new challenges it faces, foremost among them international peace and justice.”
In this context, he said that at various parliamentary forums, solidarity with the brotherly Palestinian people was reiterated, while also recalling the Kingdom of Morocco’s continued support for the just cause of the Palestinian people under the leadership of its national authority and legitimate institutions, as well as the role played by the al-Quds Committee, chaired by His Majesty King Mohammed VI, and its humanitarian and social branch, the Bayt Mal Al-Quds Agency, in supporting the Palestinian presence.
