In his presentation on Bill No. 04.20 on ENIC before the Committee of the Interior, Local Authorities and Urban Policy at the House of Representatives, Laftit noted that the bill aims to introduce a new generation of national electronic identity cards, with advanced security standards and that guarantee the protection of citizens, stressing that these new IDs will be further developed to reduce cases of fraud and identity theft, while incorporating new features in line with the Kingdom's vision of digital development.
Laftit stressed that the national electronic identity card will guarantee Moroccan citizens the possibility of secure access to the digital services of public and private institutions, while protecting their personal data.
He pointed out that these developments required an amendment to the legal texts governing the procedures relating to the national electronic identity card, as well as the exploitation of its functionalities, noting that, in this context, the bill in question replaced Act No. 35.06 on the creation of the national identity card.
According to the minister, the bill is enriched by new legislative provisions governing the card's new functionalities, particularly in the digital domain.
The main new features included in this bill, he added, concern the reduction of the compulsory age for obtaining IDs from 18 to 16 years, as well as the possibility of granting it to minors, at the request of their legal representatives, with the obligation of renewal at the age of 12, for the registration of fingerprints.
The minister said that the current identity cards remain valid and that citizens are not expected to change them unless they wish to benefit from the new services offered by the new IDs.
