Speaking during a presentation on the objectives of Decree No. 2.18.442 implementing Law No. 74.15 relating to the mining region of Tafilalet and Figuig, Rabbah stressed that the opening up of this region, rich in mineral resources, to investment will help to increase the number of transactions, rise tax revenues and create thousands of jobs.
These investments will be accompanied by an integrated system linked to industrialization, scientific research, training and human resources, he added, stressing that the mining sector will thus play an important role in the economic development of the region.
Rabbah noted that thanks to the existing structure in this region, as well as to Morocco's efforts to reform the investment system, in particular through the creation of conditions likely to encourage investment and facilitate acceleration of decision-making, the region will attract more investments in the short term, adding that ministry will accompany these investments and ease related procedures, which will boost the development of the region.
He also stressed that the decree aims to preserve the rights of small artisans and improve central governance, through creating a board of directors that will include provincial representatives of the authorities concerned and representatives of traditional miners to enable the Central purchasing and development center for the Tafilalet and Figuig mining region to support their activities.
The Ministry of Energy, Mining and Environment had indicated in a press release that this new decree, which relates to the modalities of division into zones of the mining region of Tafilalet and Figuig in accordance with the provisions of law 74 -15, will open up this area to investors in a framework guaranteeing transparency and competition, while setting up mechanisms for managing relations between companies and artisanal miners and defining the terms of allocation, extension and the reallocation of research permits and exploitation licenses in this region.
