Speaking at the opening of the meeting of the Council of Government, El Otmani recalled that the 2021 appropriation bill comes at a difficult national and international context relating to the spread of the Covid-19 pandemic and its economic and social repercussions and marked by a decline in the government revenues and a difficult global economic context, said minister of National Education, Vocational Training, Higher Education and Scientific Research, Government spokesperson, Saaid Amzazi, at a press briefing held at the end of the council's meeting.
The Royal High Guidelines were the foundation of this project, El Otmani said, stressing that the government made sure that these guidelines frame the appropriation bill, given the fact that they provide a clear strategic vision and set the broad objectives in order to achieve a balance between the economy, the social plane and the development of governance and administration.
This three-component balance is important in this context, as highlighted in successive Royal Speeches, including that of the opening of the current legislative year, he added.
The Head of Government underlined that the 2021 Appropriation Bill is built on a solid and strong foundation to meet the challenges, ensuring that the government remains open to observations and even criticism, as well as proposals from parliamentary groups in both houses to improve this project.
On a different note, El Otmani recalled the first meeting of the National Commission for the Simplification of Administrative Procedures and Formalities, provided for by the Law no. 55.19 and chaired by the Head of Government, recalling that HM the King has referred in several speeches to this important and strategic project.
In that regard, he called on the government to better implement the provisions of this law, while expressing hope that the administration will undergo a radical change and that its relationship with the citizen and the company will improve.
This reform will strengthen confidence in the administration, transparency and the fight against corruption, said El Otmani, who added that achieving these objectives requires a serious and efficient execution of this law.
