"The distinguished, neutral and clear position of the Kingdom has helped the Libyan parties to reach a political agreement at the end of the Skhirat talks, sponsored by Morocco over a year", he pointed out in an interview with MAP.
Al-Raid, who represented the Libyan House of Representatives at the last round of the Libyan Dialogue held in Morocco, recalled that the committee (13 + 13), which brings together 13 members of the Libyan House of Representatives and as many members of the High Council of State, has met on several occasions in Bouznika.
The Libyan MP added that the delegations of the two parties agreed, during the last round of the Libyan Dialogue, held on January 22 and 23 in Bouznika, on concrete measures concerning the criteria of candidatures for the posts of sovereignty based on the principle of quotas between Tripoli (west), Fezzan (south) and Cyrenaica (Barqa charq).
He said that these sovereignty posts concern those of governor of the central bank, president of the administrative control authority, president of the National Authority for the fight against corruption, president and members of the High Electoral Commission, President of the Supreme Court and Attorney General.
According to the same source, the work teams have taken a series of measures, including putting in place the application forms, inviting applicants to submit their applications and ensuring that applications comply with the standards and conditions established.
Al-Raid, representative of Misrata in the Libyan House of Representatives, stressed the need for each list to include 4 candidates (president, two vice-presidents and a prime minister), while each list must contain 17 sponsorships (8 of West, 6 from the East and 3 from the South).
He added that "the committee will receive all the candidatures and will then present to the High Council of State 7 names to choose three among them, before submitting them to the House of Representatives for the choice of the president".
Regarding the 90-day deadline for expelling foreign forces and mercenaries from Libya, according to the agreement of the Libyan Joint Military Committee known as "5 + 5", concluded last October in Geneva, the MP reported high-level talks between Russia, Turkey and the international community regarding the exit of all mercenaries who entered the country illegally.
The last round of the Libyan Dialogue in Morocco took place following previous sessions held by the two parties in September, October and November 2020 in Bouznika and Tangier, which led to the conclusion of "comprehensive agreements on the criteria and the mechanisms for occupying positions of sovereignty, provided for by article 15 of the Libyan Political Agreement concluded in December 2015 in Skhirat ".
