During a plenary session held in the presence of the minister of the Interior Abdelouafi Laftit, the text was approved by 162 MPs, while 104 others voted against and one abstention.
Amendments have been introduced to the project mainly relating to the adoption of the electoral quotient on the basis of registrants and on the extension of cases of multiple elective mandates to also include the presidency of municipal, prefectural or provincial councils.
The bill presents an alternative vision for the national electoral constituency by replacing it with regional constituencies given the constitutional place occupied by the Region in the territorial organization of the Kingdom.
In this regard, the project intends to replace the national constituency with regional constituencies, while distributing the 90 seats currently reserved for the national constituency over the regional constituencies.
This process will be implemented according to two main criteria, namely the number of inhabitants and the representativeness of the Region.
In order to make it easier for political parties to form the lists of candidates, the bill provides for the validation of the list whose ineligibility of one of the candidates has been found to have expired following the deadline for submitting applications.
Thus, under the law, candidates who are in the lower positions compared to the ineligible candidate are placed in the higher positions.
This new classification is taken into account when allocating seats.
Moreover and in order to strengthen the moralization measures of the electoral campaign led by the candidates, ensure the necessary transparency and guarantee fair competition, the bill requires any list representative or candidate to create an electoral campaign account on the basis of a copy set out by regulation and which must be submitted within a fixed period of time according to the provisions in force.
